1.
RE: WIDE LOAD TRAFFIC

WHEREAS current law requires trucks transporting wide loads to be escorted by two vehicles warning motorists of the wide load, and

WHEREAS these escorts provide a necessary function to maintain highway safety, and

WHEREAS many times these wide loads have no escorts, particularly in rural areas.

THEREFORE BE IT RESOLVED that local and state authorities pay particular attention to these wide loads and prohibit unescorted wide loads from highway travel.

BE IT FURTHER RESOLVED that positive action on this resolution be communicated to the local and state authorities.

RE: WHEELCHAIR STATIONS

WHEREAS many shopping malls provide wheelchairs and other devices to those in need, and

WHEREAS often times these are located quite a distance inside the mall.

THEREFORE BE IT RESOLVED that in order to be user-friendly, these be made available just inside the entrance.

BE IT FURTHER RESOLVED that the Connecticut State Grange take an active role in promoting this in Connecticut.

RE: GASOLINE TAX

WHEREAS many persons drive to their employment every day, and often the distance is more than ten miles one way, and

WHEREAS some of these same people use their vehicle for deliveries and/or errands, and

WHEREAS the price of gasoline has increased to the point where a person making $10.00 an hour and is employed for a 35 to 40 hour work week, is paying over $50 to fill his/her gas tank. This means that the average person is working one day a week to fill his car with gas, and another two days to pay federal and state taxes.

THEREFORE BE IT RESOLVED that the Connecticut State Grange ask the Governor and our State Representatives to reduce the gasoline tax in order that our citizens may make a decent living and remain in Connecticut.

RE: UNITED STATES PORT SECURITY

WHEREAS the United States is spending billions of dollars to secure our homeland, and

WHEREAS ports have long been considered the most vulnerable targets for a terrorist attack, and

WHEREAS nuclear, chemical, or biological materials could easily be delivered directly to a U.S. port, many of which are located within or adjacent to major population centers (NY-NJ, Philadelphia, Baltimore, Norfolk, Miami, New Orleans, Houston), and

WHEREAS only 5 percent of containers entering our ports are actually inspected by the Department of Homeland Security, with the rest under the control of the port operator who is also responsible for the hiring of security personnel.

THEREFORE BE IT RESOLVED that legislation be passed to prevent a company controlled by a foreign government from taking over U.S. port facilities.

RE: CANCELLATION OF SUBORDINATE GRANGE MEETINGS

WHEREAS circumstances may necessitate cancellation of Grange meetings within a month, and

WHEREAS the Master and the Executive Committee may act on behalf of the Grange between meetings, and

WHEREAS Resolution #34 of the 121st regular session of the Connecticut State Grange recommending the resolution for cancellation of Subordinate Grange meetings was passed and sent to the 2005 National Grange regular session where it was reported adversely by the Committee on Grange Law and Good of the Order.

THEREFORE BE IT RESOLVED that the Connecticut State Grange submit a resolution to the next session of the National Grange to delete section 6.12.1 of the Digest and substitute the following therefore: 6:12.1 A Subordinate Grange must meet regularly once a month, except as herein after provided, and may provide for additional meetings in the By-Laws. However, if circumstances necessitate cancellation of all meetings in the month, this is not to occur more than three months in a calendar year and not in any three consecutive months.

RE: POMONA REALIGNMENT

WHEREAS, the delegates to the 121st Session of the Connecticut State Grange passed Resolution No. 35 calling for the realignment of Pomonas and the creation of a new Pomona comprised of Mountain County and Farmington Valley Pomonas, and

WHEREAS this resolution is in direct violation of the Connecticut State Grange By-Laws, Article XII, Section 1, Division 1 which reads, “There shall be no changes in lines of jurisdiction of Pomona Granges in the State of Connecticut unless - first, all Granges and Pomona Granges that may be affected shall be notified at least six months before the Annual State Session, of any contemplated changes, and second, any changes in in the jurisdiction of Pomona Granges shall be approved by the delegate body in annual session before going into effect”, and

WHEREAS there is considerable concern in Mountain County for the well- being of the new Pomona and the activity of its members due to the area of the Pomona which would stretch from the Connecticut River west to the New York state line, and

WHEREAS the 118 year history of this very strong Pomona will be discarded under this realignment plan for no other reason than its geographic location while other weaker Pomonas will be left whole for no other reason than their geographic locations, and

WHEREAS the members of Mountain County Pomona voted at the November 2005 meeting unanimously (44-0) in favor of non-compliance with Resolution No. 35, and

WHEREAS Resolution No. 35 does not address the fundamental issues that make Pomona meetings unappealing to many members and only serves to “re-arrange the deck chairs” on a ship in need of re-structuring.

THEREFORE BE IT RESOLVED that Mountain County Pomona requests the Connecticut State Grange to repeal Resolution No. 35, and

BE IT FURTHER RESOLVED that the Connecticut State Grange continue this important dialog about Pomona and look for ways of making Pomona more relevant to today’s Grange and not just “another Grange meeting.”

RE: HABITAT

WHEREAS the Grange was originally founded as an agricultural organization with roots on the farm and the home, and

WHEREAS our society is constantly changing resulting in the Grange maintaining more emphasis on the home and community environment, and

WHEREAS some of the activities previously carried out in the name of the Grange have decreased while some efforts have been made to be involved in such social activities as Habitat for Humanity.

THEREFORE BE IT RESOLVED that the Connecticut State Grange through its Board of Directors look into engaging the entire State Grange in some all-encompassing activity such as a house for Habitat, a project for Americare Home Front, Inc., or some such group or activity.

RE: GROCERY STORES

WHEREAS fresh foods as well as canned and boxed edibles are offered in food stores, and

WHEREAS there are numerous laws for handling and processing food items, and

WHEREAS in the past few years these stores offer hardware, sprays,
chemicals for removing ice, etc. and some are toxic, and

WHEREAS these items are often placed in the center of the store.

THEREFORE BE IT RESOLVED that our State Legislators be urged to have the Consumer Protection Dept. have these items removed from the stores since these items may not have been included in their original incorporation as they are not foods

RE: HIGHWAY TOLLS

WHEREAS Connecticut highways are over-burdened with vehicles, causing much wear to the pavements, and

WHEREAS much of the traffic traverses our small state, and

WHEREAS most of the surrounding states have a toll collected to help maintain their roadways.

THEREFORE BE IT RESOLVED that the Connecticut State Grange urge our legislators to reinstate a toll on I-95 for maintenance purposes.

RE: DRUG FREE ZONES

WHEREAS the drug dealers do not discriminate racially.

THEREFORE BE IT RESOLVED that the Grange urge our lawmakers not to reduce the 1500 foot drug free zones for schools, day care centers, and housing projects, as asked for by the NAACP.

RE: E85 VEHICLES AND PUMPS AT GAS STATIONS

WHEREAS some countries, Brazil for one, use 100% ethanol in over half of their cars.

THEREFORE BE IT RESOLVED that the Connecticut State Grange urge our legislators to enact legislation to compel dealerships (auto) to stock and sell E85 (15% ethanol + 85% gas) using vehicles, and

BE IT FURTHER RESOLVED that the Grange urge our legislators to enact legislation compelling the oil companies to provide E85 pumps at their stations.

RE: GASOLINE PRICE GOUGING

WHEREAS high gasoline prices have propelled Exxon Mobil Corp. to the top of the Fortune 500 list, and

WHEREAS their profits have skyrocketed to 76.1 billion in 2004.

THEREFORE BE IT RESOLVED that the Grange urge our legislators to investigate for price gouging of our citizens, and

BE IT FURTHER RESOLVED that our legislators hold responsible those officers who control the market price.

RE: NATIONAL PARKS

WHEREAS our National Parks were set aside to preserve the beauty of the area, and

WHEREAS in the past few years the National Park Service and Dept. of Interior have serviced these national areas, and

WHEREAS the park system is struggling to fund a maintenance backlog of more than $4 billion, and

WHEREAS large corporations have contributed financial aid to the park system and in the future may want to have some recognition in the way of billboards, plaques bearing their logos, etc., and

WHEREAS this type of advertising would detract from the pristine areas.

THEREFORE BE IT RESOLVED that the National Grange urge the National Park Service and Department of the Interior to discourage advertising within the national parks.

RE: RAISED TOILET SEATS

WHEREAS handicapped rest room facilities are required in most public areas, and

WHEREAS there are requirements that should be followed regarding width of doors and railings, etc., and

WHEREAS in many cases the toilet seat height is not considered.

THEREFORE BE IT RESOLVED that if the newest handicapped toilet has not been installed, a raised toilet seat be installed to aid the handicapped as well as the elderly, and

BE IT FURTHER RESOLVED that the Connecticut State Grange instigate a public awareness campaign aimed for those responsible to do their part in maintaining these facilities in compliance with the Americans with Disabilities Act.

Re: COMPENSATION FOR THOSE WRONGFULLY IMPRISONED

WHEREAS there have been residents of Connecticut who have been wrong- fully convicted of a crime and imprisoned for years, and
WHEREAS there are now 21 states in the United States who have adopted compensation programs for those who have been eventually found innocent and released from prison, and

WHEREAS Connecticut has no such program at this time.

THEREFORE BE IT RESOLVED at the 2006-2007 session of the Connecticut Legislature a compensation program granting $50,000.00 for each year of wrongful imprisonments be established, with a maximum of $500,000.00, and

BE IT FURTHER RESOLVED that copies of this resolution be forwarded the Connecticut State Grange for their support.

Re: PER DIEM AT STATE GRANGE

WHEREAS the cost of State Grange Session has been increasing over the past few years, and

WHEREAS the numbers of members has decreased and dues receipts are down.

THEREFORE BE IT RESOLVED that ARTICLE IV Section 7 be changed to read:

Section 7. Delegates to the State Session shall be reimbursed $2.00 per session for each session attended, and each Officer, not on an expense account, and each committee member, will also receive $2.00 for each session attended. This is not to include the spouse, unless the spouse is also a pink sash wearer.

Mileage will be paid at 27¢ per mile for one round trip per Grange.

The Master and Secretary of the State Grange shall draw an order on the Treasurer for the amount sufficient to meet the expenses which shall be payable at the close of the session. It shall be the responsibility of the delegates to receive payment at the close of the session from the Treasurer, who is prepared to make these this payment.

and, BE IT FURTHER RESOLVED that this change be effective for the 2007 State Grange Session.

Re: GRANGE LOANS

WHEREAS there are Granges in the State of Connecticut who would like to make repairs to their buildings but do not have the funds to do the work, and

WHEREAS many banks are not willing to make loans to fraternal
organizations, and

WHEREAS there are funds in the Dormant Grange fund under the control of the State Board of Directors.

THEREFORE BE IT RESOLVED that the State Grange may loan funds to a Grange to make capital improvements to their halls, and

BE IT FURTHER RESOLVED that the State Board of Directors create a loan application, establish annually an interest rate and approve the application. No loan may be provided without a 2/3rd vote of the Board in approval.

WHEREAS the Connecticut State Grange has been running at a deficit the last few years and membership has been decreasing.

THEREFORE BE IT RESOLVED that Article XIII of the State By-Laws Division 2 be changed to read:

Division 2. Subordinate Granges shall report promptly to the Secretary of the State Grange at the beginning of each
quarter, using blank forms furnished by the Secretary of the State Grange, and remit dues to the State Grange as follows: $2.00 $4.25 for each member that has been a member for the full
proceeding quarter including all who have taken the first degree, and $2.50 for each person initiated during the quarter. In the event the dues to the National Grange are increased by vote of the delegate body, subordinate dues to the State Grange shall increase the same amount automatically, to take effect upon the change by National Grange.

This change to take effect with the quarterly payment due 10/01/2007 and amounts to a $1.00 increase per person per year to the State Grange.

Re: COPIES OF RESOLUTIONS

WHEREAS during State Grange Session resolutions are re-worked, and/or submitted by various Sessions Committees, and

WHEREAS when these resolutions are introduced on the floor only the President, Vice President, Secretary and Executive Committee have copies before them to read, and

WHEREAS the delegates have no hard copy and have to rely on hearing the resolution read, and

WHEREAS many delegates would like to read the resolutions before voting on them.

THEREFORE BE IT RESOLVED that any resolutions that are to be introduced to the delegate body for their consideration after the reading and assignment of resolutions during the first morning session must have copies for all 16 elected officers and Directors of Committees.

Re: MILK PRICES

WHEREAS the price farmers are receiving for their milk today is about the same as it was in 1991, about $1 per gallon, and

WHEREAS the price of milk received by the farmer has fluctuated over that period but the price to the consumer has steadily increased over the same time period, and

WHEREAS since Congress did not extend the Northeast Dairy Compact and farmers no longer have that built-in safety net, and
WHEREAS the State currently has no mechanism to set prices fairer to farmers.

THEREFORE BE IT RESOLVED that the Grange support a program to assist dairy farmers with the price of milk where the money is derived from the marketplace, and

BE IT FURTHER RESOLVED that the Grange support the modification and rewriting of “The Milk Marketing Order” which hasn’t been totally looked at in over 25 years to make it more equitable to areas that produce milk that is used predominantly in fluid milk products, and

BE IT FURTHER RESOLVED that the resolve concerning the “Milk Marketing Order” be forwarded to the National Grange for its support.

WHEREAS the Master of the Connecticut State Grange has reported to the 122nd Annual Session of the Connecticut State Grange, through his Master’s Address on the affairs of the Connecticut State Grange, and

WHEREAS much time and thought was put into the preparation and writing of this report, and

WHEREAS we should thank the Worthy Master for his leadership in directing the State Grange into the future.

THEREFORE BE IT RESOLVED that we commend him on this fine report, and

BE IT FURTHER RESOLVED that this delegate body accept this report with thanks and order it printed in the Journal of Proceedings of the 122nd Annual Session of the Connecticut State Grange.
