RE: GRANGE TREASURER’S REPORTS

WHEREAS the measure of any financial manager is the Return on Investment (ROI) which is usually standardized on yearly interest rate value, and

WHEREAS the Connecticut State Grange Board controls the State Grange accounts often totaling an amount near $2,000,000, and

WHEREAS the Connecticut State Grange treasurer’s report has consistently shown the purchase price and present value of the stocks on hand which does not give enough information to compute the ROI.

THEREFORE BE IT RESOLVED that in the future the State Treasurer’s report add the dividends and previous year’s present value of stocks held for more than a year and dividends, purchase price and date of stocks purchased within the year, and

BE IT FURTHER RESOLVED that interest rates be added to all CD and bank accounts listed in the State Grange Treasurer’s report, and

BE IT FINALLY RESOLVED that the local Grange Executive Committee reports be extended to include the interest rates on all accounts shown at the end of the year.

RE: MARTIN LUTHER KING, JR. DAY

WHEREAS Martin Luther King, Jr. Day is observed on a Monday nearest King’s birth anniversary in January, and

WHEREAS this holiday is not widely observed because it arrives shortly after the end- of- the- year holidays, and many non-retail businesses don’t want to close again so soon.

THEREFORE BE IT RESOLVED that this important holiday observance be moved to the third Monday in march which breaks up a long stretch with out a federal holiday between Presidents’ Day and Memorial Day, and

BE IT FURTHER RESOLVED that the Grange promote participation and that this resolution be forwarded to the National Grange for their action.

RE: CAMP BERGER MAINTENANCE FUND

WHEREAS our own Camp Berger, established over 50 years ago, is enjoying successful camping seasons and have inaugurated a day camp, and

WHEREAS these 50 year old cabins and other buildings need to be
maintained and is our responsibility to support these efforts. (The cabins need new shingles NOW), and

WHEREAS it is becoming increasingly difficult for the Pomona Granges to shoulder some of the responsibilities.

THEREFORE BE IT RESOLVED that a Camp Berger Maintenance Fund be established and administered by the Connecticut State Grange for the purpose of funding necessary repairs and upkeep to the camp. Perhaps some of the interest earned from the dormant Grange fund be an opening balance.

BE IT FURTHER RESOLVED that various Grange groups as well as Granges and individuals be urged to contribute- perhaps on an annual basis via a budget process. Fundraising events should also be planned.

RE: FIFTH DEGREE OBLIGATION AT STATE SESSION

WHEREAS there is a distinct possibility that the Fifth Degree is not being conferred in some Pomona areas for any number of reasons, and

WHEREAS there may be Sixth Degree candidates who are unable to take the Fifth Degree for this reason.

THEREFORE BE IT RESOLVED that the Fifth Degree Obligation be made available just prior to conferring the Sixth Degree at the Annual Session of the Connecticut State Grange.

RE: RECYCLING

WHEREAS the State of Connecticut has limited the types of plastic and paper it will accept in its recycling program, and

WHEREAS municipal landfills are still being filled with all the other types of plastic and paper that are not accepted in the Recycling Program, and

WHEREAS newer methods have been developed to make use of ALL types of plastic and paper.

THEREFORE BE IT RESOLVED that the Legislative Committee request the introduction of a Bill into the Connecticut General Assembly to fully investigate and implement the use of these newer methods so all plastics and papers can be accepted in the recycling program throughout the State.

RE: GAS TAX

WHEREAS the price of gas is now about $3.00 per gallon, and

WHEREAS the Congress is contemplating adding a dollar a gallon Global Warming Tax to each gallon.

THEREFORE BE IT RESOLVED that the Grange urge our lawmakers to not add this dollar tax to the price of gasoline.

RE: DOLLAR COINS

WHEREAS the Susan B. Anthony and the Sacagawea dollar coins were similar to our quarter in size, and

WHEREAS the Treasury Dept. is planning to issue billions of quarter-sized dollars with the President’s faces on them.

THEREFORE BE IT RESOLVED that the Grange urge our lawmakers to stop this production of undersized dollar coins, and

BE IT FURTHER RESOLVED that the Grange urage our lawmakers to direct the treasury to a full sized dollar coin.

RE: CONN. GAS TAX

WHEREAS the Connecticut Gas Tax is contributing to the high price of gasoline, and

WHEREAS the Connecticut wholesale gas tax is 6.72% of each increase, and expected to climb to 7.53% in July.

THEREFORE BE IT RESOLVED that the Grange urge our lawmakers to set a tax of one price per gallon regardless of the price of gasoline.

RE: CAMP BERGER

BE IT RESOLVED that the Connecticut State Grange Executive Committee and/or other appropriate Grange entity be asked to review the pros and cons of and report to the State Grange members about expanding the use of the State Grange’s “Camp Berger” in Winchester Center, Connecticut to include “time share” type paid memberships for Connecticut subordinate Grange members; in order to ensure better seasonal utilization of this invaluable, and under-utilized natural resource and to improve and increase the revenue stream for this property.

RE: PER DIEM AND MILEAGE REMUNERATION FOR STATE GRANGE

WHEREAS the cost to State Grange session has been increasing over the past few years, and

WHEREAS the numbers of members has decreased and dues receipts are down.

THEREFORE BE IT RESOLVED that Article IV, Section 7 be changed to read:

Section 7: Delegates to State Session shall be reimbursed $1.00 per session for each session attended, and each officer not on an expense account, and each committee member, will also receive $1.00 for each session attended. This is not to include the spouse, unless the spouse is a pink sash wearer.

Mileage to be paid at $0.20 per mile for one round trip per Grange.
The Master and Secretary of the State Grange shall draw an order on the Treasurer for the amount sufficient to meet the expenses which shall be payable at the close of the session. It shall be the re- sponsibility of the delegates to receive payment at the close of the session from the Treasurer, who is prepared to make this payment, and

BE IT FURTHER RESOLVED that this change be effective for the 2008 State Grange Session.

RE: QUORUM AT STATE AND SPECIAL SESSIONS

WHEREAS State Session and Special Meetings are attended by 1 or 2 delegates from each Subordinate and each Pomona Grange.

THEREFORE BE IT RESOLVED that Article VI, Section 1 of the Connecticut State Grange By-Laws be changed to:

“Fifty-three (53) voting members shall constitute a quorum for the transaction of business”, and

BE IT FURTHER RESOLVED that this change be effective for the 2008 State Grange Session.

RE: ENTRANCE/EXIT RAMPS

WHEREAS there have been several accidents caused by people driving the wrong way on the highways, and

WHEREAS most of these accidents occur at night, and

WHEREAS several on and off ramps are side by side and sometimes poorly lighted and cause confusion.

THEREFORE BE IT RESOLVED that the State Grange urge the Department of Transportation to improve these areas in order that drivers will not be going the wrong way on the highways.

RE: STATE HIGHWAY ROADSIDE SIGNS

WHEREAS information on roadside signs convey vital travel information, and

WHEREAS in many cases these signs are obscured by branches and brush.

THEREFORE BE IT RESOLVED that a letter of concern be communicated to the proper authorities via the State Grange Legislative Committee.

RE: SAFETY GLOVES FOR TRAFFIC CONTROL EMPLOYEES

WHEREAS there are temporary traffic control employees used during tree and brush clearing and for road work, and

WHEREAS they usually are waring brightly colored orange or green or reflective vests.

THEREFORE BE IT RESOLVED that they be required to also wear brightly colored gloves when directing traffic to aid drivers to clearly see what they are trying to convey, and

BE IT FURTHER RESOLVED that the Connecticut State Grange Legislative Committee be asked to follow through with communicating this resolution to the proper authorities.

Re: LIMITING TERMS OF LADY OFFICERS

WHEREAS there is an established “custom” of electing the “line” officers of the Connecticut State Grange, and

WHEREAS the three graces and Lady Assistant Steward are elected by popular vote from the floor, and

WHEREAS these officers are serving a state-wide organization thus offering an opportunity for women in the entire state to enjoy the honor of a state office.

THEREFORE BE IT RESOLVED that we establish a “custom” that these terms be limited to four years beginning with the next election of officers.

Re: LISTENING DEVICES FOR JOGGERS

WHEREAS a serious safety hazard exists when joggers are wearing ear devices listening to music while jogging on public roads, and

WHEREAS they should be keenly alert as to their surroundings, particularly the traffic.

THEREFORE BE IT RESOLVED that the Legislative Committee of the State Grange propose legislation that would prohibit joggers from using these devices while on public roads.

Re: CHANGE IN POMONA JURISDICTION REQUESTED

WHEREAS Old Lyme Grange #162 was placed with New London County Pomona #6 when Sea View Pomona #8 was dissolved in September 2002, and

WHEREAS this arrangement has not worked out for Old Lyme Grange members due to inconvenient meeting nights as New London County Pomona #6 meets on different Subordinate Grange meeting nights during the week, and

WHEREAS New Haven County Pomona #5 meets on Monday evenings and a move there would give our members an incentive to once again attend meetings and become active within the Pomona, and

WHEREAS Old Lyme Grange #162 has complied with Article 12, Sec. 1 of the Constitution and By-Laws of the Connecticut State Grange.

THEREFORE BE IT RESOLVED that the jurisdictional lines of New Haven County Pomona #5 be enlarged to include the town of Old Lyme.

Re: NATIONAL GRANGE BIRTHPLACE MARKER

WHEREAS the National Grange is honored to have the only private
monument on the National Mall in Washington, D.C. marking the
approximate location where Oliver Hudson Kelley and the founders
organized the Patrons of Husbandry, and

WHEREAS the “Birthplace Marker” has not been well maintained since its placement on the Mall on September 9, 1951 with the tablet partially caved in, gashes in the type and normal wear and tear from being out in the elements and located in one of the busiest parks in the nation, and

WHEREAS the condition of the tablet implies that it has been long forgotten, not an image the National Grange should want promoted of the marker or of the Order, and

WHEREAS the marker’s continued presence (not currently in question) on the Mall could be in jeopardy if the National Park Service decided to remove the poorly maintained monument.

THEREFORE BE IT RESOLVED that the National Grange either restore or replace the Birthplace Marker on the National Mall so it will once again proudly proclaim the birthplace of the Order and project a positive image of the Grange and its members.

NOTE: The actual location of the Marker is on the south side of 4th Street SW, near Madison St. on the National Mall.

Re: STATE PENSIONS

WHEREAS pensions have been given to State employees upon retiring and as a person having completed his term of employment in an honorable manner, and

WHEREAS in recent months several state employees have been terminated due to questionable practices and/or convicted of a crime, and

WHEREAS these persons are able to collect full pensions after being convicted of dishonest behavior.

THEREFORE BE IT RESOLVED that the State Legislators be requested to change this policy, and

BE IT FURTHER RESOLVED that any state employee, while in office, and convicted of a crime or dishonest dealings, that his or her pension be forfeited.

Re: FOOD IMPORTS

WHEREAS the U.S. has been importing more and more food and food products from foreign countries, and

WHEREAS many of these items are not inspected before reaching our stores, and

WHEREAS the U.S. does not have enough inspectors fore these imports.

THEREFORE BE IT RESOLVED that the Conn. State Grange urge our state legislators and the National Grange to encourage farmers to expand their varieties and implement a program for the farmers in order that the U.S. can be self-sufficient and less dependent on foreign imports.

WHEREAS the State Legislature was approached about restoring tolls on our highways, and

WHEREAS the State said they would need a “study” in order to decide if tolls should be reinstated, and that the study would cost $41 million, and

WHEREAS many towns also waste our money on “studies”, and

WHEREAS these funds could be used to accomplish projects or reduce taxes, instead of creating a useless waste.

THEREFORE BE IT RESOLVED that the state legislators be urged to use funds to reduce taxes.

Re: ELIMINATING INSPECTIONS

WHEREAs “Inspections” have been performed on each Grange for at least 75 years, perhaps more, and

WHEREAS this is a discretionary procedure requested by each State Master, and

WHEREAS “Inspections” are not popular with many Granges having to be “scored” - the same information can be gathered in other more pleasant ways.

THEREFORE BE IT RESOLVED that the Deputies be asked to abide by Article X, Sec. 2 of the Constitution and By-Laws of the Connecticut State Grange which clearly spells out their duties regarding visits and gathering information to Granges within their districts, thus elminating “Inspections,” and

BE IT FURTHER RESOLVED that this be effective upon adoption of this resolution.

Re: NATIONAL GRANGE DUES INCREASES

WHEREAS many Subordinate Granges are financially struggling, and

WHEREAS many Granges in Connecticut cannot afford an additional dues increase.

THEREFORE BE IT RESOLVED that the Connecticut State Grange delegates vote against any National Grange dues increase at the 2007 National Grange Session in Reno, Nevada.

WHEREAS the Federal Farm Bill is being rewritten this year, and

WHEREAS one of the concerns of the Farm Bill is on open trade and fairness, and

WHEREAS two important and integral parts of the Farm Bill are The
Conservation Title and Specialty Crop Block Grant Section.

THEREFORE BE IT RESOLVED that the Grange support increased spending on Conservation issues including Block Grant Programs to the States for Farmland Preservation, and

BE IT FURTHER RESOLVED that we support Specialty Crop Programs in the Farm Bill.

Re: SAFETY NET FOR MILK PRICES

WHEREAS the price for milk paid to farmers fluctuates drastically due to the controls in place by the Federal Milk Marketing Authority, and

WHEREAS the states are looking at procedures to establish a safety net for minimum prices to farmers.

THEREFORE BE IT RESOLVED that the Grange support a Safety Net Program that will establish a minimum price for milk paid to farmers.

WHEREAS the crime of Home Invasion is a violent one affecting families and individuals, and

WHEREAS there was a gruesome example of this in Cheshire this year, and

WHEREAS the criminals who committed this crime have a long list of
convictions including an increasing severity of crimes.

THEREFORE BE IT RESOLVED that the Grange support the implementation of a new crime called Home Invasion, and

BE IT FURTHER RESOLVED that there be a minimum sentence of 10 years for the 1st convisiton, and

BE IT FINALLY RESOLVED that we also support a stronger “3 strikes and you’re out” rule for life in prison without parole.
